Indian Health Ministry Ends Repeat Animal Testing for Drugs

HSI/India and PFA laud historic decision that could save thousands of animals

NEW DELHI (March 26, 2016)—Repeat animal testing of new drugs already tested abroad is now banned per a ruling dated 18 March 2016 by the Union Ministry of Health and Family Welfare.

The ban falls under amendment Schedule Y, in the Appendix I, under item 4 where after sub-item 4.8, the following note shall be inserted - “Where the data on animal toxicity as per the specifications of Appendix III has been submitted and the same has been considered by the regulatory authority of the country which had earlier approved the drug, the animal toxicity studies shall not be required to be conducted in India except in cases where there are specific concerns recorded in writing.”

Leading animal welfare groups Humane Society International/India and People for Animals welcomed the decision.

Gauri Maulekhi, HSI/India consultant and a trustee at People for Animals, said, “We welcome and laud this move by the Health Ministry. The new amendment will not only save thousands of animals every year from being subjected to redundant animal testing, it also marks the beginning of a potential new era of sophisticated animal testing alternatives in India. We look forward to continuing our association with the Ministry to ensure that use of validated alternatives is encouraged as the Drug Technical Advisory Board has recommended.”

This move comes after Union Minister of Women & Child Development, Smt. Maneka Sanjay Gandhi, wrote to the Ministry regarding the practice. The Investigational New Drug Committee, which considered the matter before the Drug Technical Advisory Board, states that if the drugs were tested elsewhere under Good Laboratory Practice conditions and align with India’s regulatory requirement, no further toxicity testing shall be required. Both committees also are encouraging the use of internationally accepted non-animal alternatives where available.

India has been a full adherent to the Organization for Economic Cooperation and Development decision regarding Mutual Acceptance of Data since 2011. As a consequence, the data generated by Indian Good Laboratory Practice laboratories must be accepted in all the OECD member countries, and vice-versa. The OECD estimates that adherence to MAD saves more than €150 million and scores of animals per year by avoiding needlessly duplicative testing.

NEW DELHI (March 18th, 2016)— A video showing extreme violence against one puppy and several dogs has been caught on CCTV camera near Green Park Metro. Humane Society International/India and Fauna Police are offering a joint reward of 1,00,000 INR for information leading to the identification, arrest and conviction of the person shown in the video stabbing and hacking the animals.

The Case: On 15th March 2016, the CCTV camera of a store located opposite the Green Park Metro captured a gruesome act of cruelty. A man was luring puppies and dogs with bits of food only to grab them to stab and hack them. The video showed the young unidentified male luring a puppy and then stabbing it multiple times before ripping it into two parts. Dogs that approached the man were also stabbed and grievously injured. A similar incident is reported to have occurred in Gautham Nagar where dogs were seen with stab wounds. Fauna Police volunteers suspect that it is the same person.

This incident exposes the violent nature of this man and it’s essential for the safety of the animals and the society that this man is put behind bars. Bringing this perpetrator to book will set precedence for future wrong doers. We are hopeful that this reward will urge anyone with information about this man to step forward and talk to us. We are working with the Fauna Police and the appropriate police officials to see that this person is apprehended at the earliest."

Animal Cruelty: Getting the serious attention of law enforcement, prosecutors and the community in cases involving allegations of cruelty to animals is an essential step in protecting the community. The connection between animal cruelty and human violence is well documented. Studies show a correlation between animal cruelty and all manner of other crimes, from narcotics and firearms violations to battery and sexual assault. American firms recognize immense potential in Indian civil aviation at Hyderabad air show

USIBC led a delegation to discuss opportunities in Make in India, airport infrastructure and helicopter market

Hyderabad, March 26, 2016 — The U.S.-India Business Council (USIBC) supported the Ministry of Civil Aviation’s and FICCI’s fifth edition of the India Aviation Summit that was held in Hyderabad from March 16 –20, 2016. More than 200 aviation companies and delegates from over 25 countries participated in the summit. The summit included international exhibitors such as aircraft manufacturers, machinery and equipment manufacturers, skill development and training institutions, among others.

The Ministry of Civil Aviation also organized a CEO forum for top industry leaders to discuss key issues impacting the sector with Ashok Gajapathi Raju, the Minister of Civil Aviation and R. N. Choubey, Secretary, Ministry of Civil Aviation. President Pranab Mukherjee inaugurated the summit on March 16 at the Begumpet airport in Hyderabad.

There was also an interactive session where representatives of the two partner countries – USA and Canada, and six states (Andhra Pradesh, Gujarat, Karnataka, Maharashtra, Madhya Pradesh and Telangana) participated.

USIBC organized a closed door interaction for its members with visiting U.S. government principals, including Susan Kurland, Assistant Secretary for Aviation and International Affairs of the Department of Transportation and Henry Steingass, Regional Director for South and Southeast Asia at USTDA. Key areas of discussion included Make in India in civil aerospace, the helicopter market in India and the role of helicopters in enhancing regional connectivity, aviation security and investments in airport infrastructure and skill development.

“Make in India – the flagship initiative of the government is about win-win partnerships. For the government it is finding those partners that can support and enable the investment and the development of manufacturing capability in India, and, for aerospace manufacturing companies it is about finding the right partners that offer them a competitive edge,” said Pratyush Kumar, President of Boeing India.

On March 17, there was also an international conference, where discussions focused on India’s potential as a global manufacturing hub, enhancing air connectivity through world class infrastructure and financing, developments in air cargo and potential for aircraft Maintenance Repair and Overhaul (MRO) providers.
USIBC looks forward to the implementation of the civil aviation policy by the beginning of the next fiscal year, after the cabinet is anticipated to approve it at the end of this month. The aviation policy was first presented in November 2014 and then revised in October 2015 and put up for public comments. Key issues that need to be finalized include the controversial 5/20 rule, a cap on airfares at INR 2,500 for flights of one-hour duration under the regional connectivity scheme for places that are not served currently, and the auctioning of international flying rights, among other components.

Gurgaon, 26 March 2016: The prevalence of Tuberculosis (TB), one of the world's deadliest diseases, is a major health concern of India for centuries. It second only to HIV/AIDS as the greatest killer worldwide due to a single infectious agent. According to the union health ministry, 40 percent of Indians are affected with tuberculosis (TB). Meanwhile, World Health Organization has cited the country to have the highest burden of TB accounting a quarter of the world’s annual incidence of the disease.

Although TB was close to being eradicated in the developed world, it is a serious concern in developing countries, where the high prevalence TB is mainly due to malnutrition, crowded living conditions and poor tuberculosis control infrastructure. In India, undiagnosed and mistreated cases of TB continue to drive the grave scenario. Early detection can help improve care and control of the disease.

Early diagnosis, correct treatment and completion of treatment are an absolute necessity, if we are to bring down the incidence, prevent relapse and emergence of drug resistance. As we observe World Tuberculosis Day, doctors at Columbia Asia Hospital, stress that greater awareness can prevent a large number of tuberculosis deaths, many of which happen due to lack of reach of proper treatment and drug resistance.

The risk of developing active tuberculosis is a two-step process, beginning with initial exposure to and infection by Mycobacterium tuberculosis followed by subsequent progression to disease.

 “In India, the rates of infection are actually so high that the bacteria are prevalent in the air. This is why a large number of people in India have latent bacteria. This means the bacteria remains passive inside the body because the body has strong resistance against it. This latent infection becomes active when the body’s immunity levels plummet due to any reason. This is why people with weakened immune systems have a much greater risk of falling ill from TB. Notably, a person living with HIV is about 26 to 31 times more likely to develop active TB because HIV destroys the body’s immunity. This explains why TB is a leading killer of HIV-positive people causing one fourth of all HIV-related deaths.

Another hurdle to the treatment is that within a short time of commencing treatment the patient begins to feel well and symptoms are relieved to a great extent. This is equated with cure, which is not so. Patients tend to discontinue treatment and relapse with multi-drug resistant TB, which is more virulent, difficult to treat and expensive,” says Dr. Piyush Goel,Consultant Pulmonology  Gurgaon.

The good part is that TB is curable. Although a contagious infection that starts usually from the lungs but may spread to other organs of the body, it can be treated with a 6-9 months treatment. A failure to complete treatment results in a more dreadful problem associated with TB today – that of drug resistance.

“Anti-tuberculosis (TB) drug resistance arises due to improper use of drugs in drug-susceptible TB patients. Improper or irrational use often implies failure to ensure that patients complete the whole course of treatment. Once the patient takes the drug for a period of time and then skips it without completing the course, the bacteria in his or her body develop resistance to this particular drug. This drug will now have no impact of the infection when consumed again,” adds Dr. Piyush Goel, Consultant Pulmonology  Gurgaon.

Essentially, drug resistance arises in areas with weak TB control programs and this is today a major problem in India where the medical fraternity is struggling to deal with the problem of multi drug resistant Tb.
How to Minimize Risk and Prevent Infection: those with pulmonary TB are contagious for 2-3 weeks after starting treatment. The patient is advised to wear a mask for this period

·         Live Healthy Lifestyle: A growing number of our present day concerns stem from lifestyle disorders. Living a sedentary life, lack of sun exposure, absence of physical exercise weakens the body and makes it prone to illness. Proper control of diabetes is essential to prevent lowering of immune status.

·         Never Ignore Symptoms: Always report any symptoms that may indicate an infection. Persistent cough, recurrent fever, fatigue, weakness, loss of appetite or weight are symptoms that should never be ignored.

USIBC Delegation explores avenues for joint collaboration and investment in clean technology

Council leads talks to grow bilateral cooperation in innovation, protecting the environment and meeting the country’s ambitious clean energy targets

NEW DELHI – March 26, 2016 – The U.S.-India Business Council (USIBC) led a mission on exploring opportunities for cooperation and expanding bilateral trade in the areas of clean technology, clean energy and infrastructure across three Indian cities—  New Delhi, Ahmedabad and Hyderabad.  The Government of India has augmented its solar target fivefold to 100 GW and wind target to 60 GW by 2022, representing a $125 billion investment opportunity. The delegation included USIBC members working in the US-India energy corridor, presenting a board range of opportunity in the renewable energy space such as GE, AES, 8minutenergy, First Solar, Applied Materials, CH2M among others.

The objective of the meetings was to create sustained engagement on national and state-level policies and regulatory frameworks, such as the National Solar Mission and state solar policies, and thereby, ensure a level playing field for all participants. There has been considerable progress in transmission, but the problem of congestion remains, both at the interstate and intra-state levels.

Through its meetings with senior Government of India officials, the delegation explored avenues for joint collaboration and technical exchanges in areas such as energy storage and transmission infrastructure, wind and solar power generation, energy efficiency technology and services, while also articulating how investors can work in stride with both state and central governments to meet the country’s ambitious clean energy targets of installing 175 GW by 2022.

“The strong focus on renewable energy will help increasing access to energy for all Indian citizens as part of Prime Minister Modi’s ambitious reform agenda. There is also an urgent need for long-term financial solutions in the clean energy economy. American enterprise is eager to help in all ways possible. The delegation engaged with senior Government of India leaders to develop an action plan for a regulatory and infrastructure environment that will further foster innovation, attract investment, create jobs and fulfill initiatives such as Make in India, Innovate in India,” said Mukesh Aghi, President of the U.S.-India Business Council

The delegation met with the Ministry of New and Renewable Energy and Department of Industrial Policy & Promotion, Gujarat Chief Minister Anandiben Patel, Andhra Pradesh Chief Minister, N. Chandrababu Naidu and other key Ministries such as the Ministry of Power, Urban Development and External Affairs.
