President inaugurates Polio Free Conclave

President of India inaugurates Rotary International's  Polio Free    Conclave to commemorate India and Southeast Asia’s Polio-free Certification

Vigyan Bhawan, India: India and Southeast Asia on March 27, was declared polio-free by the Regional Certification Commission for polio eradication.  To celebrate this historic milestone Rotary International hosted ‘Polio Free Conclave 2014’ at Vigyan Bhawan. The Hon’ble President of India inaugurated the two day celebration of Southeast Asia achieving the regional Polio-free certification.
Union Minister of Health and Family Welfare Hon’ble Shri Ghulam Nabi Azad was the guest of honour who was joined by Rotary International World President-elect Shri Gary C.K. Huang and Chairman of The Rotary Foundation Shri D.K. Lee. More than 1200 participants including Health Ministers and delegates from neighboring and SEAR (South East Asia Region) countries, representatives of global organizations and Rotary members from across the world joined the event to celebrate and renew Rotary’s commitment to ending Polio from the world.

Hon’ble Shir Pranab Mukherjee congratulated India on the incredible success.
The two-day Conclave on Polio is being organized with the objective of celebrating India’s trailblazing success and at the same time to build momentum for the global movement to end Polio by 2018. The conclave will deliberate upon the challenges existing, the lessons from India’s campaign and the way forward for the global campaign, particularly in the three Polio endemic countries – Pakistan, Afghanistan and Nigeria - to ending Polio.

India achieved a great milestone on Jan 13, 2014 by completing a three years without an incidence of Polio. Rotary International World President-elect Mr. Gary C.K. Huang congratulating India and Rotarians said, “What you have achieved India is monumental. This is not just India and Southeast Asia’s victory but everyone in the global community. This is a step ahead in ending Polio everywhere and we will soon get there.”

The Rotary Foundation Chairman Mr. D.K. Lee said, “This success in India has come after much hardship and perseverance by the Polio partnership – Rotary, UNICEF, WHO – led by the Govt. of India. It is a cherished prize for India and the world and Rotary is committed to sustain it so that no child in the country is ever crippled by Polio.”

Chairman of the Polio Free Conclave 2014, Mr. Rajendra K Saboo, Past World President of Rotary International felt “It is a collective victory”. He said, “Everyone who has contributed and helped India in reaching this milestone needs to be commended. Rotary International will recognize individuals from Government, civil society and private organization for their significant contribution to the India Polio-free goal.”
The Conclave will have participation of think-tanks, leaders and public health experts from across the region. Rotary International endeavours to make this event an ideal platform for delegates from neighboring countries – Pakistan, Sri Lanka, Nepal, Nigeria, Bangladesh & Afghanistan – to share their experience and the lessons learnt by the campaign in India. In the next two days the participants will attend sessions with speakers from different sectors of public health and social change from India and abroad.

Background: India Polio Campaign
This historic milestone of WHO declaring India as Polio-free comes as a remarkable achievement for a nation that saw more than one lakh babies crippled every year. The success in India is also seen as boosting the global campaign to end Polio. The message being, “If India can, the world can.” Until 2009, India accounted for more than half the world's polio cases.

India however remains at risk of poliovirus importation and needs to ensure vigilance at all times to rapidly detect and respond to any case of polio as a public health emergency. The country also needs to identify vulnerable areas and populations and ensure that actions are taken in these areas urgently to build up the immunity of children through polio campaigns and routine immunization to mitigate the risks associated with importation of the poliovirus.

Animal welfare in election manifestos of political parties?

Indian Political Parties urged to include animal welfare in 2014 General Elections Manifesto


Humane Society International-India presented a model manifesto on Animal Welfare to all political parties in India, and urges them to include animal welfare in their  2014 General Elections manifesto. The draft was submitted in the wake of growing number of incidents of animal cruelty issues reported in India.

Article 51A (g) in the Indian Constitution clearly states that it shall be the duty of every citizen of India to protect and improve the natural environment including forests, lakes, rivers and wild life, and to have compassion for living creatures.

HSI-India’s Managing Director, N.G Jayasimha called for collective support from all political parties and said: “We believe that a change in political party manifestos can establish a higher animal welfare standard in the country. The Indian public is largely aware of animal welfare as a crucial issue and we urge all political groups to firmly engage and take a progressive stand in safeguarding the welfare of animals in India.”

The three-page note focuses broadly on the barbaric treatment doled out to animals in intensive farming, research, laboratories, puppy mills and the need to protect wildlife. The model manifesto includes these policy recommendations

1.      Industrialization of animal agriculture severely impacts animals as well as public health and environment. The 16th Lok Sabha must support animal welfare friendly agriculture and implement stronger environmental and farm animal welfare regulations.

2.      Every year in India, thousands of rabbits, mice, guinea pigs and other animals endure painful tests during research or experimentation. The 16th Lok Sabha should support a nation-wide strategy for the development and adoption of non-animal testing methods.

3.      The 16th Lok Sabha should focus on the implementation of Animal Birth Control in constituencies across the country; prohibit puppy mills and the sale of pets from pet store.

4.      Illegal wildlife trade causes animal suffering as well as depletion of species, and is often linked to violence, drugs, and organized crime. The 16th Lok Sabha must bring in legislations in order to regulate or end this trade live wild animals and trade of their parts.

5.      The 16th Lok Sabha must also ensure the bringing in of a new Prevention of Cruelty to Animals Act and inclusion of animal welfare in all its trade agreements.

The 16th Lok Sabha General Election that involves an electorate of 81.4 crore is slated to begin April 7. HSI-India is working to make sure that the inclusion of animal welfare in 16th Lok Sabha General Elections finds the attention that it deserves.

The industrialization of animal agriculture jeopardizes food security by degrading the environment, threatening human health, and diminishing income-earning opportunities in rural areas. There is strong scientific evidence of the negative impacts of these animal factories on people and animals. Small farmers who try to directly compete with large animal agribusiness are at risk of being pushed out of the market because they lack the political and economic power of the larger companies, or the ability to exploit economies of scale. The 16th Lok Sabha must support small-farmer led and animal welfare-friendly agriculture, as well as enact and implement stronger environmental and farm animal welfare regulations.

2.      Reduce the number of animals used in research and testing: The 16th Lok Sabha should support the adoption of a nation-wide strategy for the development, acceptance, and mandatory use of non-animal testing methods. The strategy should: (a) Establish more rigorous and transparent processes for ethical and scientific merit review of new projects involving animal use; (b) Ensure updating of legislation and regulations controlling animal experimentation; (c) Emphasise the need to replace, reduce and refine animal use across all safety testing and health research areas; (d) Implement mandatory data sharing, to avoid duplication of animal testing and the inclusion of non-animal test methods; and (d) Adopt a strategy for the replacement of animals in research and testing, including through increasing the proportion of health research funding dedicated to human biology-based in vitro, computational, and other innovative, non-animal tools and technologies.

3.      Protect cats and dogs: For at least two decades, India’s official policy has outlawed killing of stray dogs and has gradually established Animal Birth Control (ABC) programs throughout the country. The program is funded and overseen by the Animal Welfare Board of India (AWBI) at a federal level. However, dog population and rabies is a health issue, the 16th Lok Sabha should support the implementation of Animal Birth Control (ABC) in constituencies across the country for street dogs and cats through a program funded and led by Ministry of Health and Family Welfare.

In addition to this, the 16th Lok Sabha should implement a prohibition on puppy mills and sale of pet from pet store. A puppy mill is a large scale breeding operation in which puppies are mass-produced for profit in substandard conditions. The goal of a puppy mill is to produce as many puppies as possible with minimal cost to, and maximal financial gain for, the operator. Most pet stores thrive on the existence of a puppy mill and puppy mill cannot and will not meet the needs of a dog and is most definitely a blatant form of cruelty.

4.     Improve the welfare of wild animals: Wild animals are protected in India mostly through the Wildlife Protection Act, 1972 for native wildlife. However exotic wildlife is not protected under any law in India inspite of a rampant practice of illegal exotic wildlife trade and pet trade in India. The commercial trade in wild animals is a multi-billion dollar business that threatens the survival of many species and results in the inhumane treatment of billions of animals every year. Wildlife trade includes live animals (who may be sold as exotic pets or stock for game farms, or sent to biomedical research facilities or zoos) and their parts (which may be used in clothing, as ornamental objects, as food or as traditional medicine).Wildlife trade is linked to violence, drugs and organized crime. It harms wildlife populations. Methods used to capture animals for trade may be terribly cruel. The 16th Lok Sabha must bring in legislations in order to regulate or end this trade live wild animals and trade of their parts.

Political groups are urged to firmly engage in safeguarding the welfare of both native and exotic wild animals in India by including the following objectives in their manifestos:- (a) Banning the import of wild-caught animals and restricting the number of exotic species that can be imported and traded in India, in line with India’s policies which tackle related concerns including human health, animal health and the protection of the environment. (b) Developing a dedicated overarching legislative framework to protect marine mammals from all threats, similar to that which already exists in the US (Marine Mammal Protection Act US, 1972), Mexico and France (c) Creating and adequately funding the implementation of an action plan to tackle wildlife trafficking. Specifically, the action plan must tackle enforcement, anti-poaching and demand reduction in source, transit and demand countries.

5.      Animal Welfare Act: India’s Prevention of Cruelty to Animals Act, 1960 (PCA) is more than 50 years old. The Animal Welfare Board of India, in 2010 drafted a new bill to replace the PCA act with an Animal Welfare Act. However due to bureaucracy and red tape, the draft act was tampered with and the process stalled. The 16th Lok Sabha must ensure the bringing in of a new Animal Welfare Act with adequate provision for protection of animals in Indian and adequate, up-to-date punishment including but not limited to monetary terms.

6.      Use India’s trade agreements to boost animal welfare in partner third countries. The 16th Lok Sabha should ensure inculcation of animal welfare in all its trade agreements. It can be a major opportunity to call for the inclusion of animal welfare as an important concern of Indian citizens. The Indian Parliament should call for measures to ensure that animal welfare standards are not undermined in the India and should also take the opportunity to push for better considerations for animal welfare in trade partner countries. From farm animals to wildlife, protection of animals should be guaranteed through the inclusion of specific considerations in trade agreements.

Massive Vote Fraud unearthed by Headlines Today



New Delhi 2nd April, 2014 - Country’s fastest growing English news channel Headlines Today has unearthed a massive fraud ahead of the 2014 polls, For just 2000 rupees, a government employee can sabotage the most critical right of a citizen in the world's largest democracy. Headlines Today has revealed that how those in charge of catching and weeding out fake IDs are ready to generate them. Booth level officers have been caught on camera explaining the modus operandi of casting a fake vote. And here's the real shocker, the booth officers we stung claim that in any given constituency only 60% voters on rolls are real and 40% are fake. The BLO officers are ready to make a voter ID even without basic document like residence proof. NCP Chief Sharad Pawar may have got himself off the hook over "vote twice remark" by insisting it was a joke, but there's nothing to laugh about. Because on the ground, the NCP chief's supposed jest is disturbingly real. Mukesh Kumar, a booth-level officer at the Gurgaon Zila Election office openly tells the secret of erasing the crucial voting ink.  "There is no chemical. You can put lemon juice on your nail", says Mukesh Kumar, booth level officer, Gurgaon election office. That's not all, the fake vote IDs are also available for a discount. "I don't insist on Rs 2000. I am ready to give you Rs 100-200 discount as well", Mahesh insists. Remember, he's the government-appointed authority tasked with issuing voter ID cards for the Gurgaon Lok Sabha constituency. Hukum Singh, another BLO officer from Ghaziabad, only demanding a picture to get the fake voter IDs made. "I only care about the photo being there. I don't care about anything else", says Hukum Singh. BR Solank, the assistant election returning officer posted in Delhi, claims that managing 5,000-10,000 fake votes is a cake walk for him. "I could have made 10,000 votes. You should have just one thing, got hold of the BLO. main link is the BLO", asserts Solanki. In capital's Lakshmi Nagar area, BLO Bhavesh Kumar gives us some priceless advise in rigging your vote 2014. "If a person known to you becomes the BLO here, it will get the votes made. There will be no problem. Whoever is living in this area, wherever he is living, if you know that person. For this area, give the application quickly. write down that I work here & that I should be made the BLO", says Bhavesh. Ashok Kumar, another BLO officer of Gurgaon is ready to create 2 IDs for one voter with wrong addresses, "If for example, the previous place was a village, if there is someone who has come from somewhere else. you don't have to give the address of the place from where the voting card is being made", says Ashok Kumar.

Not only BLOs, the agents too are having a field day. Om Prakash, a self-appointed voting agent based in South Delhi's Bijwasan area has 3,000 fake votes under his command, which are ready to be auctioned from a base-price of One Thousand Rupees per vote. The dubious agent too prescribes papaya juice to remove the ink. Racketeers like Om Prakash, who make a livelihood from subverting democracy thrive in every single constituency. The racket is real.  If lemon juice and papaya milk sound small time, Headlines Today decided to dig deep and we exposed how the vote subversion industry is disturbingly organised. A Delhi-based chemicals dealer and businessman Arvinder Singh is selling a chemical to remove the ink. "Put this chemical and rub it on finger after casting a vote", tells Arvinder. The dealer also claims that both the BJP and Congress, avail his special chemical and use it rampantly in elections. After the story was aired on Headlines Today, the Election commission swung into action, demanding video evidence from the India Today group. The racket is real.
